Matter: Replacement motor sounds like it works but the wheel does not turn.

Here's the video of the motor you sent me, installed, and still experiencing problems.
I believe all procedures were correct. However, as you can see, the motor appears to be working, but the wheel doesn't turn.
Just with the time taken to fix problems that aren't in any way my responsibility, and to obtain videos and photos to send to you, I've already lost more professionally than the cost of the e-bike.
